Where was this taken?
In Disneyland. Walt would walk the park every morning and make sure it was perfect. He would pick up any trash that was blown on the grown and things like that - he even did it through out the day while the park was open. Michael Eisner picked up the tradition when would visit the parks as well.
When you go to one of our parks you will notice which people are cast members and which are Guests because the cast members do the "Disney Scoop" irregardless if they are working or not.
If you were looking for more specific information - it was taken on July 16, 1955 the day before Disneyland opened.
